PELAKSANAAN MUTASI PEJABAT KARIR DI BADAN KEPEGAWAIAN DAERAH KABUPATEN MAMUJU

This research was intended to unveil implementation of carrier official mutation in scope of Government Staffing Agency (BKDD)bRegency of Mamuju, due to common issue there have been unfair implementations of carrier official mutation at Government Staffing Agency (BKDD) Regency of Mamuju. This research applied case study and document investigation. While technical analysis of the data research is qualitative-descriptive. Based on its results, this research shows that implementation of carrier official mutation in scope of Government Staffing Agency (BKDD) Regency of Mamuju was unfairly done and some violationst regulations. Some of them are, insufficient years of service, inconvenient education background, or low achievement. All of these were estimated as influences of politic and kinship relation where mutual benefit underlies all of the mutation held by Government Staffing Agency (BKDD) Regency of Mamuju.

Penelitian ini bertujuaan untuk mengetahui pelaksanaan mutasi pejabat karir di Badan Kepegawaian Daerah Kabupaten Mamuju karena masih banyak terdapat ketidak adilan pada saat pelaksanaan mutasi pejabat Karir. Penelitian ini menggunakan studi kasus dan teknik penggumpulan data dengan menggunakan metode wawancara, observasi dan telaah dokumen, sedangkan teknis analisa data yang di pakai dalam penelitian ini adalah deskriptif kuatitatif. Hasil penelitian menunjukan bahwa dalam pelaksanaan mutasi pejabat karir di Badan Kepegawaian Daerah Kabupaten Mamuju belum terlaksana dengan baik dan belum sesuai dengan aturan yang menjadi syarat seseorang pegawai untuk dapat di promosikan di antaranya, kurangnya masa kerja, latar belakang pendidikan, dan prestasi kerja, ketidak adailan tersebut sering terjadi karena adanya hubungan politik dan kekerabatan. Sehingga semua pihak khususnya para pegawai mengharapkan suatu kebijakan yang dapat memberiakan rasa adil untuk kedua bela pihak pada saat pelaksaan mutasi Badan Kepegawaian Daerah kabupaten Mamuju.
